In order to implement the relevant deployment of the "Carbon Peak Action Plan before 2030" of the State Council of China and accelerate the construction of a new low-carbon development pattern, the General Office of the National Development and Reform Commission recently issued a notice on the issuance of the second batch of national carbon peak pilot lists, and determined the second batch of 27 national carbon peak pilots. This is another important deployment of China's carbon peak pilot construction after the first batch of 35 pilots in 2023.

Previously, in November 2023, the National Development and Reform Commission issued the "National Carbon Peak Pilot Construction Plan", proposing to select 100 typical cities and parks across the country to carry out carbon peak pilot construction, explore the carbon peak paths of cities and parks with different resource endowments and development bases, and provide operational, replicable and popularizable experience and practices for the whole country.

According to the "National Carbon Peak Pilot Construction Plan", the plan clearly puts forward four working principles: active and prudent, adapting to local conditions, reform and innovation, and safe carbon reduction.

The main construction tasks of the pilot cities include: 1. Promoting green and low-carbon transformation of energy. 2. Improve the efficiency of energy and resource utilization. 3. Promote carbon peak in key industries. 4. Accelerate the low-carbon transformation of urban and rural construction. 5. Promote the green and low-carbon development of transportation.

The pilot park focuses on: 1. Accelerate the improvement of clean energy utilization efficiency. 2. Promote the high-quality development of park industries. 3. Improve the green and low-carbon level of infrastructure. 4. Vigorously promote resource recycling. 5. Improve the coordinated ability of pollution reduction and carbon reduction.

The expansion of the pilot capacity marks that my country's carbon peak action has entered the stage of deepening implementation, and gradually moved towards the goal of "100 pilots" proposed in the "Construction Plan".
